I work at an advertising agency in Minneapolis. We had successfully been running a campaign in AdCenter for on of our clients for a couple of months, but our account was recently moved to a new one set up by Microsoft so that we could use invoice billing. While almost everything in the account was successfully transferred over, we had to create new conversion goals and codes.
We had few problems implementing the code on our site in our original account, but can't seem to get it to work this time. We've checked the actual code multiple times, and it looks like it's a direct match to the code generated in our account, so we thought that our problems could lie with our placement of the code on the page. At first we had the code after the </body> tag and before the </html> tag (which is where our first account rep instructed us to place it, and where we had the original conversion codes that had worked). When that didn't work, we placed in in the head tag, after the <head> tag and before the </head> tag, which is where our AdWords tags live. When that still didn't work, we called the help line and they instructed us to place it after the </head> tag and before the <body> tag, which is where it lives now. We made the switch yesterday afternoon, and still haven't seen any conversions register.
Are we missing something obvious? It was a much easier process to get the code up last time, so we are all a bit stumped as why we are having such a problem this time (and why we have been hearing different things from different reps).
The pages where we are placing the code are http://www.deltacheckcard.com/zipTracking.html and http://www.deltacheckcard.com/suntrustTracking.html

We were able to look into your account and see that conversions are occurring. It appears this issue is resolved. Can you confirm?
