I want to run my ads on monster.com website. How it can be achieved. Sometimes it runs but sometimes it will not run at all even if I increase the CPC to $1.00
What is your current budget option? If your budget is set to daily standard ad center will show your ad in "intervals", which is why it doesn't always serve (run). Check you ad distribution (located under the" edit your ad group settings" link) and make sure it is set to Bing, Yahoo & syndicated search partners. Monster.com is an example of a syndicated search partner.

I also wanted to add that if your budget is set on daily standard you can change it to daily accelerated in the same section. This option will cause your ads to serve consistently, but it also spends your budget as quickly as possible. Let me know if this helps!
I already (& always) use these settings which you suggested:
1> Daily Budget Option: Accelerated (spend your budget as quickly as possible)
2> Set to Bing, Yahoo & syndicated search partners
Just so you know that (sometime) if I delete the campaign & create a new one with 0.15 it will start showing & sometimes even if the CPC is set @1.00, it will not show. I am note sure what triggers to show the ads on monster.com.

From the info you provided it sounds as if you have done everything correctly to ensure your ad visibility. Please keep in mind that Monster.com is a syndicated search partner. Meaning, although we have a partnership with them they can fill ad space however they deem fit. They may not always choose to show our advertisers ads. They may choose other PPC platforms or even other advertising platforms altogether. With this being said, I took a closer look at the Monster.com sight to examine their set up. I noticed a lot of the ads where based on the searchers (in this case mine) history. I would suggest advertising with Monster directly as well as adCenter to increase your visiblity. My thought is this; if they are using multi-platform advertising and you know they are doing so in some sort of interval, why not increase your chances of visiblity!? Of course I'm not trained on their product so I'm not familar with the design but it seems to me that if your ads are showing during the "time" adCenter/MS ads show then your Monster.com ads would show during the "time" they run their advertisers ads. It's been over a year and I expect that someone from Microsoft should be able to give an ETA about when this functionality will be added to the Adcenter which will enable the user to run a campaign on a specific website.
Ads relevance system selects most appropriate ads on a syndication search partner depending on a number of factors. Bid plays a role but there are variety of other factors that are considered to ensure best experience for the user and ROI for advertiser. Another factor is pointed by Erica above is arbitration by the Publisher where any Publisher can get ads supply from multiple providers. That said, Please contact Bing ads support team directly with your campaign details so they can determine if your ads are getting filtered because of any configuration issues.
