There is a setting for account: default time zone, and it's optional.
My questions are:
1. When creating an account performance report, is the time range aligned with selected time zone? For example, I set Pacific Time for an account. And when I created account performance for the account from Nov 1st to Nov 22nd, it's Nov 1st to 22nd Pacific Time, right?
2. On account list view under "Account&Billing", we can see current monthly balance for an account. Does the "month" here also with the same time zone as set for the account?
3. This setting is optional. What's the default time zone if nothing selected?

You are correct. The timezone that you have selected will reflect in your reporting. So if you did select Pacific Time for your Account. Your reports will show up in that timezone.
If the Account and Billing, the currently balance will be up to date. There is a Delay for when a click will become a pending charge. But, again the charges will show up in the timezone that you have selected.
You will not be able to select nothing. You will have to select a timezone when you create your account or campaign. So nothing is not an option.

Thanks for your quick reply. It answered most of my question.
However, I did notice that we didn't select any default time zone when creating our accounts. (We're a reseller and we're serving multiple advertisers).

Could this be a bug?
I have reviewed the screenshot that you sent to me. Normally you will not be able to save the changes if you do not have a timezone selected. I would recommend that you contact our support team so that they can investigate this for you. I have provided a link to our support team information below.
